Why Compliance Documentation Matters

Customs authorities in developed markets increasingly scrutinize food-contact plastic imports. Missing or incomplete documentation = shipment held at port, storage fees accumulating, potential destruction. Having complete paperwork BEFORE the container ships avoids these disasters.

FDA 21 CFR Compliance (US Market)

Applicable regulations:

• 21 CFR 175.300 — Resinous and polymeric coatings
• 21 CFR 177.1980 — Vinyl chloride polymers (PVC)
• 21 CFR 177.1520 — Olefin polymers (PE/PP)

Required documentation:

1. FDA Food Contact Notification (FCN) or prior sanction letter
2. Certificate of Analysis (CoA) from factory QA lab
3. Third-party migration test report (SGS or equivalent)
4. Product label stating “FDA compliant for food contact”
5. Manufacturing facility registration (FDA registration number)

Key test parameters:

• Overall migration: <10 mg/dm² (simulant: 10% ethanol, 40°C, 10 days)
• Specific migration of plasticisers (PVC): DEHP <1.5 mg/kg, DBP <0.3 mg/kg
• Heavy metals: Pb <0.5 ppm, Cd <0.1 ppm, Hg <0.1 ppm

EU Regulation 10/2011 (European Market)

More comprehensive than FDA. Requires:

EU is phasing toward stricter PVC restrictions — PE cling film is a future-proof choice for EU importers.

Halal Certification

Required for: Malaysia, Indonesia, Saudi Arabia, UAE, Pakistan, Bangladesh.

Key considerations:

• No animal-derived additives in the plastic formulation
• No cross-contamination with non-halal products during production
• Certification from recognized body (JAKIM for Malaysia, MUI for Indonesia, ESMA for UAE)
